Beyond Gender Mainstreaming: transforming humanitarian action, organizations and culture (2023)

This qualitative analysis examines the challenges and failures of gender mainstreaming within the humanitarian sector, concluding that gender mainstreaming cannot succeed in changing a sector built on patriarchal norms. The article instead argues that an approach rooted in behavior and culture change will be more effective in advancing gender equality.
